Combine the ground beef and pork mixture with finely chopped onions, red pepper, parsley, garlic, cumin, paprika, coriander, ground ginger, salt, and black pepper. Mix well.
Trim the tortillas into squares.
Lay down one tortilla square and spread a thin, even layer of the meat mixture over the top. Add another tortilla, then more filling. Repeat until you have 6 layers.
Press the stacks gently so the layers hold together well. Slice each stack into 5 even rectangles.
Thread the rectangles onto skewers. Cut into strips between each skewer.
In a small saucepan or microwave-safe bowl, melt the butter. Stir in the lemon zest, garlic, chili flakes, honey, and salt.
Preheat the air fryer to 375°F. Lightly grease the basket if needed. Place the skewers in a single layer, making sure they do not overlap. Brush generously with the butter glaze. Air fry for 10 to 14 minutes, turning halfway through and brushing again with more glaze.
