Prepare the Oats. In a saucepan, combine oats, milk, cocoa powder, and a pinch of salt. Stir over medium heat until oats are tender and mixture thickens, about 10 minutes.
Add Chocolate. Stir in dark chocolate chips and vanilla extract until chocolate is melted and well combined. Adjust sweetness with sugar if desired.
Serve. Pour into bowls and garnish with fresh berries, a sprinkle of chocolate shavings, or your favorite toppings.
