Cook the Bacon. In a skillet, cook the bacon until crispy. Drain on paper towels and crumble into small pieces.
Prepare the Base. In a mixing bowl, combine mayonnaise, sour cream, garlic powder, onion powder, salt, and pepper. Mix well.
Assemble the Dip. Layer the bottom of a serving dish with the prepared dip base. Top with chopped lettuce, diced tomatoes, green onion, and crumbled bacon.
Chill and Serve. Cover the dip and refrigerate for at least 1 hour to allow the flavors to meld.
