1. Whisk together the gochujang, soy sauce, sesame oil, sugar, vinegar, garlic, and water.
2. Stir together spinach leaves, sesame oil and salt. Toss in bean sprouts and carrots and mix gently. Fold up in foil to enclose the vegetables.
3. Saute in the Instant Pot. Add the ground beef. Add ¼ cup of water and deglaze thoroughly.
