Place a skillet on your stove top and turn your burner on to medium low heat. Add the butter and allow it to melt. Add the minced garlic and allow it to cook for one minute or until golden and fragrant.
Once the butter has melted, add the heavy cream and turn the temperature down to low. Once the heavy cream and butter mixture is hot, cube the cream cheese and add it to the skillet.
Whisk repeatedly until the cream cheese is incorporated into the heavy cream.
Add salt, pepper, and nutmeg and stir well.
Remove the skillet from the heat and add parmesan cheese. The residual heat from the sauce base will help the parmesan melt. Stir until well incorporated and serve.
